There are several ways to go about link development in terms of long-term plans, but assuming that you want to increase the Page Rank of your blog within a number of weeks, then this is exactly what you should be doing:
1. Write one article a day about your niche and submit it to EzineArticles. It should be around 400 words and have decent content. In the resource box, link the article to your blog. Afterward, re-write the post on your blog and then your blog will have another useful post.
Don’t worry if you feel that the content is not good enough to attract much traffic to your site. These articles are not being written for traffic – they are there simply for the backlinks. Write articles that focus on your blog’s keywords and as long as they are accepted then they will be providing benefit for you. It’s nice to get traffic from them, but as long as you write a somewhat decent article, it will be accepted. Your goal here is the backlink and you’ll get it.

2. Blog Commenting: Use a DoFollow blog search engine and find 5 relevant blogs in your niche per day. Write comments that will be approved by the blogger in order to guarantee that you’ll have the backlink. In other words, each comment should be 100+ words with content – not just “nice post.” Make it clear that you read his post. Comment on 5 new blogs each day in order to have backlinks from as many different domains as possible.
Again, if you want traffic then the comments will need to be of a higher caliber. Attracting readers from his blog to your blog will only work if your comments are insightful. But if all you want to do right now is increase page rank, then just make sure that your comment is accepted.

These 2 tasks will literally take about an hour a day to complete. Assuming that you start out with a page rank 0 blog and do this for 3-4 weeks, you should be PR 2 and maybe PR# by the end of it.
Often bloggers think that the best way to improve a new blog is by paying for paid links on the blogs of successful bloggers. In reality, this does next to nothing since Google knows that they are paid links and they are hardly factored at all into a site’s page rank.
